Pre Construction Social Value Manager 

We're looking for a Pre-Construction Social Value Manager to lead the integration of Social Value across bids and PCSA phases. As part of the Social Value Leadership Team, you'll ensure every project enters delivery with a compliant, client-aligned, and evidence-based Social Value Plan. You'll shape national approaches, engage clients and stakeholders early, and establish the governance, systems, and plans needed for successful delivery.

Key Responsibilities

Strategy & Leadership

  • Support national Social Value strategy, frameworks, and KPIs
  • Provide insight from bids/PCSAs to drive continuous improvement
  • Act as a subject matter expert and support capability development

Pre-Construction Mobilisation

  • Lead mobilisation of Social Value activities across pre-construction
  • Set up governance, milestones, risk registers, and reporting routines
  • Embed Social Value into planning, design, and procurement

Stakeholder Engagement

  • Engage clients on KPIs, Section 106, and reporting requirements
  • Build relationships with communities, partners, and supply chain
  • Support bids, presentations, and early engagement activity

Planning & Compliance

  • Produce robust, evidence-ready Social Value Plans
  • Define reporting methods, dashboards, and assurance processes
  • Ensure commitments are realistic, measurable, and deliverable

Supply Chain & Design Integration

  • Embed Social Value into procurement and early design decisions
  • Engage supply chain to align expectations and delivery capability

Handover to Delivery

  • Provide structured handover to construction teams
  • Ensure continuity through clear plans, data, and governance

About You

  • 5+ years' Social Value experience in pre-construction or PCSA
  • Strong client engagement and KPI negotiation experience
  • Knowledge of frameworks (e.g. Section 106, PPNs, IES)
  • Experience with governance, reporting, and data management
  • Skilled in embedding Social Value into procurement and design
  • Strong communication, organisation, and analytical skills
