The Civil Works Alliance (CWA), appointed by the Sizewell C client, brings together three industry-leading contractors — Laing O'Rourke, Bouygues, and Balfour Beatty — to deliver the full civils scope, including Enabling Earthworks, Main Civil Works, and Marine and Tunnelling.

 

Reporting to the Commercial Manager, the Senior Quantity Surveyor will play a key role in managing the commercial performance of major civil engineering works. You will oversee cost management, procurement, and contractual activities, ensuring value is maximised while maintaining the highest standards of quality and compliance across a complex, large-scale infrastructure programme.

 

This role offers the opportunity to influence commercial strategy, lead teams, and drive performance across a nationally significant project.

 

Key Responsibilities

  • Manage all commercial aspects of projects, from early-stage cost planning through to final account
  • Analyse and negotiate contracts, variations, and compensation events
  • Monitor subcontractor performance and commercial progress, ensuring effective cost control
  • Prepare and review cost reports, forecasts, and financial reconciliations
  • Support procurement strategy and delivery, including tender evaluation and contract award
  • Contribute to planning activities, including programme review and delay/disruption analysis
  • Manage commercial risk and opportunity, ensuring robust reporting and mitigation strategies
  • Engage with clients, stakeholders, and supply chain partners to drive commercial outcomes
  • Lead and develop junior commercial staff, supporting mentoring and professional development

 

What skills & experience are we looking for?

 

Essential:

  • Proven experience as a Quantity Surveyor within major construction or civil engineering projects
  • Strong commercial acumen with experience in cost management, contract administration, and procurement
  • Experience managing variations, claims, and commercial negotiations
  • Ability to analyse complex cost data and present clear commercial insights to senior stakeholders
  • Strong understanding of contract law and commercial frameworks
  • Excellent communication, negotiation, and stakeholder management skills
  • Experience leading or mentoring junior team members
  • Degree qualified in Quantity Surveying (or equivalent experience)
  • Membership of RICS, ICES, or CIOB (or working towards)

Desirable:

  • Experience within large-scale or regulated infrastructure projects
  • Knowledge of NEC contracts and dispute resolution processes
  • Experience with Earned Value Management (EVM) and commercial reporting
  • Strong understanding of risk and opportunity management at project level
  • Experience working in alliance or joint venture environments
