Senior Emergency Planning Advisor

Location: Ipswich/Hybrid

CWA, appointed by the Sizewell C client, brings together three leading delivery contractors — Laing O'Rourke, Bouygues, and Balfour Beatty — to deliver the civils scope including Enabling Earthworks, Main Civil Works, and Marine and Tunnelling.

The Civil Works Alliance (CWA) is seeking a highly skilled and experienced Senior Emergency Planning Advisor to reinforce the HSW Fire and Emergency Planning Lead with CWA Fire Safety compliance site wide at Sizewell C, involving cooperation and coordination with the client, contractors and regulatory bodies. Ensuring CWA Emergency Planning remains suitable and sufficient with the risks associated with the work being undertaken and supports the delivery teams to achieve operational excellence in respect of Emergency Planning.

Key Responsibilities

  • Supports the HSW Fire and Emergency Planning Lead to develop and drive Emergency Planning for all CWA areas.
  • Develop and maintain emergency planning strategies and procedures in line with regulatory requirements and project needs.
  • Support the implementation and assurance of the CWA Emergency Planning Management System.
  • Coordinate emergency drills and exercises, ensuring lessons learned are captured and shared.
  • Liaise the client and internal teams, contractors, and external agencies (including emergency services and regulators) to ensure robust emergency preparedness.
  • Provide expert advice on emergency planning during audits, inspections, and stakeholder engagements.
  • Monitor compliance and report on emergency planning performance metrics.
  • Contribute to continuous improvement initiatives for emergency response capability.
  • Write Rescue Plans and Exercise to ensure understanding by all stake holders.

What skills & experience are we looking for?

  • Strong understanding of UK emergency planning legislation and guidance.
  • Ability to plan and manage workload effectively.
  • Excellent communication skills (verbal and written).
  • Ability to influence and promote a positive safety culture.
  • Experience in developing and implementing emergency rescue plans.
  • Able to plan and manage your workload.
  • Able to communicate effectively, both verbally and written.
  • Ability to influence and promote a positive HSW culture, by providing constructive feedback to others around their performance, strengths and development needs.
  • Able to engage at all levels within the CWA operational team structure.
  • Has knowledge of UK Health and Safety Legislation.
  • Able to use data and information for the preparation of Emergency Planning reports.
  • Construction Skills Certification Scheme (CSCS) Managers and Professionals competence

Qualifications

Essential

  • NEBOSH General or Construction Certificate.
  • Experience of using and developing health and safety management systems

Desirable

  • Emergency Planning Certification.
  • Previous experience in emergency planning within a high-risk or complex environment.
  • Good knowledge of Word, Excel and PowerPoint.
  • Good analytical skills
