What Is The Project?
HMP Grendon is undertaking a significant construction and redevelopment programme to modernise and expand its facilities. This major capital build will enhance the prison estate and support long-term rehabilitation, safety, and operational effectiveness.
We are seeking an experienced Procurement Manager with strong construction procurement expertise and proven experience working with subcontractors to support the delivery of this important capital programme.
What Does the Role Involve?
The Procurement Manager will lead procurement activity for all construction and capital works packages associated with the build of HMP Grendon. The role requires a professional who can confidently manage subcontractor procurement, negotiate effectively, and ensure high-quality, compliant delivery across a complex and fast-moving site programme.
Key Responsibilities
- Lead and manage the procurement of subcontractors, specialist trades, construction services, and professional consultants for the new-build programme.
- Run tendering processes, including prequalification, evaluation, contract award, and onboarding, with a strong focus on subcontractor capability and performance.
- Ensure all procurement activity complies with MoJ, HMPPS, and public-sector procurement regulations.
- Work closely with project managers, design teams, commercial colleagues, and site leads to forecast needs and coordinate procurement timelines.
- Lead contract negotiations and oversee subcontractor performance, risk management, and contract variations.
- Maintain robust documentation, reporting, and audit trails for all procurement actions.
- Identify opportunities for value engineering, improved delivery, sustainability, and effective cost management.
- Support agile decision-making and rapid procurement responses required in a live construction environment.
What About The Candidate?
We are looking for someone who brings:
- Strong, demonstrable experience working directly with subcontractors in construction or major project environments.
- A solid background in construction, capital works, estates, or infrastructure procurement.
- Knowledge of public-sector procurement regulations or similar governance frameworks.
- Expertise in managing complex tenders, subcontractor pricing, contract negotiations, and ongoing supplier relationships.
- Excellent communication, commercial awareness, and stakeholder engagement skills.
- The ability to work under pressure, prioritise effectively, and support a large programme of works.
- A proactive approach with a focus on cost control, compliance, and delivery of high standards.
- CIPS qualification (or working toward it) is desirable but not essential.
