Senior Project Manager - Ancillary Works (Pre-Construction)

Laing O'Rourke, on behalf of the Civil Works Alliance (CWA), is recruiting a Senior Project Manager to lead the Ancillary Works package on the Sizewell C project — one of the UK's largest and most complex infrastructure programmes.
CWA, appointed by the Sizewell C client, brings together three leading delivery contractors — Laing O'Rourke, Bouygues, and Balfour Beatty — to deliver the civils scope including Enabling Earthworks, Main Civil Works, and Marine and Tunnelling.
This is a senior leadership role with a strong pre‑construction focus, responsible for shaping, planning and setting up the successful delivery of critical enabling infrastructure, including ancillary buildings and permanent roads and networks that will support the long‑term operation of a new nuclear power station.
Key Responsibilities
- Provide senior leadership for the Ancillary Works package across pre‑construction, Early Contractor Engagement (ECE) and site delivery, with accountability through to commissioning

Take a leading construction role during pre‑construction, working closely with the client's consultant, Alliance design teams and engineering teams to ensure design integration, constructability and buildability

Drive early resolution of design, scope and interface risks, including coordination across Ancillary Buildings and Permanent Roads and Networks

Lead the development, ownership and maintenance of detailed construction programmes, ensuring alignment with the wider Main Civil Works programme and main contract

Apply expert planning principles, short‑interval control and critical path analysis to resolve sequencing challenges early

Develop and implement logistics strategies during pre‑construction, including site setup, mobilisation, phasing and access planning

Utilise 3D modelling and digital tools to identify construction, logistics and interface constraints and develop mitigation strategies

Lead the preparation of Project Execution Plans (PEPs), embedding HSE, quality, logistics, RAMS and interface management requirements from the outset

Develop and implement procurement strategies for subcontractors and specialist suppliers, ensuring scopes are clearly defined and commercially robust

Engage proactively with the supply chain during ECE to align on safety, quality, programme and logistics expectations, including leading pre‑start and mobilisation activities

Maintain close collaboration with Alliance partners and adjacent work packages, managing complex interfaces across civils, earthworks, temporary works and adjacent structures

Transition into site leadership, driving safe, timely and cost‑effective delivery while maintaining guide of programme, budget, risk and quality performance
What Skills and Experience We Are Looking For

Extensive pre‑construction experience, with a proven track record of essential complex civil engineering or infrastructure packages through pre‑delivery and Early Contractor Engagement phases

Demonstrable experience shaping scope, design, programme, logistics and procurement strategies ahead of site mobilisation

Strong capability in developing and owning detailed construction programmes, resolving sequencing and interface risks early

Proven experience working collaboratively with design, engineering and commercial teams to drive constructability and buildability outcomes

Experience leading large‑scale civil engineering or infrastructure projects within joint venture or alliance environments
-
Sound commercial and contractual awareness, ideally with experience of NEC4 ECC and SC contracts

Membership of APM, PMI or a similar recognised project management body
-
CSCS Black Manager or PQP card
-
Experience working in nuclear or other highly regulated conditions is desirable
