Laing O'Rourke is proud to be delivering the Pandemic Sciences Institute in Oxford - a flagship research facility dedicated to developing rapid, effective responses to emerging infectious diseases. This project will play a vital role in future global health preparedness, and we are now seeking a Project Quality Manager to lead quality assurance across its delivery.
This is an opportunity to influence the build of a world‑class scientific environment, ensuring right‑first‑time delivery, robust compliance, and seamless handover of a highly controlled, specialist facility.
The Role
As Project Quality Manager, you will be the project's quality lead — setting standards, driving compliance, and championing a culture of continuous improvement from early works through to final commissioning and handover.
You will:
- Develop, manage, and update the Project Quality Plan (PQP) in alignment with our ISO 9001 & BS 99001 certified QMS.
- Provide expert guidance on quality deliverables including ITPs, Work Procedures, Quality Plans, and Materials Approvals.
- Lead regular site engagement, inspections, and interventions to ensure high‑assurance, compliant, right‑first‑time delivery.
- Ensure progressive assurance using digital platforms such as FieldView and Asite, maintaining the golden thread of information.
- Manage NCRs, snags, root‑cause investigations, and drive effective corrective actions.
- Support specialist quality and compliance requirements for laboratories, controlled environments, clean spaces, and technical installations.
- Coordinate the project handover strategy, ensuring complete, accurate O&M information, commissioning records, validation data, and client documentation.
- Build strong working relationships with the client, designers, commissioning partners, and specialist supply chain.
- Promote a proactive quality culture through coaching, training, and engagement with project teams and suppliers.

What You'll Bring- 10+ years' experience in quality assurance, compliance, governance, and improvement within complex or high‑assurance sectors (Healthcare, Life Sciences, Pharma, Laboratories, Energy, Nuclear, Rail, or similar).
- Strong working knowledge of ISO 9001:2015, BS 99001, and industry best practice.
- Experience with technical, specialist, or regulated environments — ideally including cleanrooms, labs, containment areas, or commissioning.
- Proficiency with FieldView, Asite or equivalent digital assurance systems.
- Excellent communication, stakeholder management, and influencing skills.
- Auditor certification (Internal or Lead) and/or membership of the Chartered Quality Institute (CQI) — desirable.
