Procurement Manager (Materials)

We are looking to recruit a Procurement Manager for our Central buying team in Dartford.

As Procurement Manager, you will lead procurement activity across construction and capital works packages,. 

This role requires a confident professional who can operate effectively within a fast-paced, multi-stakeholder infrastructure environment.

Key Responsibilities

• Manage end-to-end tendering processes, including prequalification, evaluation, contract award, and onboarding

• Ensure procurement activity complies with public-sector procurement regulations and partnership governance requirements

• Work collaboratively with project managers, engineers, commercial teams, and delivery leads to forecast requirements and align procurement strategies with programme deliver

• Maintain robust procurement documentation, reporting, and audit trails

• Identify opportunities for value engineering, innovation, sustainability, and effective cost management

• Support agile decision-making and rapid procurement responses within a live infrastructure delivery environment

About You

You will bring:

• Strong, demonstrable experience procuring and managing subcontractors within construction or major infrastructure environments

• A solid background in construction, utilities, energy, capital works, or infrastructure procurement

• Knowledge of public-sector procurement regulations or similar governance frameworks

• Experience managing complex tenders, subcontractor pricing, contract negotiations, and long-term supplier relationships

• Strong communication skills, commercial awareness, and the ability to engage effectively with a wide range of stakeholders

• The ability to work under pressure, prioritise effectively, and support a large, complex programme of works

• A proactive, delivery-focused approach with strong attention to compliance, cost control, and quality

• CIPS qualification (or working towards) is desirable but not essential
