Pre Construction Manager – Marine & Tunnelling

Location: Suffolk / London

Join the exciting journey of one of the UK's largest nuclear projects at Sizewell C!

The Civil Works Alliance (CWA) is seeking a Pre Construction Manager to manage and coordinate preconstruction activities for the Marine and Tunnelling (M+T) scope of the Sizewell C project. You'll support the development of delivery strategies for intake tunnels, outfall tunnels, offshore connections, and supporting works, ensuring they are safe, efficient, and aligned to cost, schedule and quality requirements.

This role is vital in preparing the programme for delivery, with a focus on programme readiness, Target Outturn Cost (TOC) development, stakeholder engagement and knowledge transfer from Hinkley Point C.

CWA, appointed by the Sizewell C client, brings together three leading contractors — Laing O'Rourke, Bouygues, and Balfour Beatty — to deliver the civils scope including Enabling Earthworks, Main Civil Works, and Marine and Tunnelling.

Key Responsibilities

  • Define preconstruction scope and manage interfaces with wider programme elements

  • Develop and implement execution strategies and plans in line with the Programme Execution Plan (PEP)

  • Manage the preconstruction List of Deliverables (LOD) to ensure timely, safe and cost-effective delivery

  • Track progress against programme milestones, budget and deadlines, providing accurate reports to stakeholders

  • Identify, assess and mitigate risks, escalating issues and supporting programme risk management

  • Coordinate with contractors, designers, consultants and clients through TOC and governance reviews

  • Prepare handover materials and briefings to support mobilisation of delivery teams

  • Lead lessons learned and knowledge-capture processes, embedding best practice from HPC and other projects

  • Ensure contractual requirements are fulfilled and NEC processes followed in the preconstruction phase

  • Collaborate with other programme teams to ensure alignment and adopt best practice

  • Proven experience in Pre Construction works
  • Apply principles of continuous improvement and maintain a relentless focus on Zero Harm

What skills & experience are we looking for?

Essential:

  • Proven experience in managing projects across the full lifecycle, ideally in nuclear, infrastructure or other regulated environments

  • Strong understanding of engineering design, methods, procurement and field execution strategies

  • Track record of contract and subcontractor management, with NEC contract experience

  • Skilled in project management, estimating, cost control, schedule, risk and change management

  • Experience of preconstruction programme delivery to tight deadlines

  • Strong communication, influencing and facilitation skills with the ability to build relationships at all levels

  • Highly numerate, with excellent organisational and analytical skills

Desirable:

  • Civil engineering background with breadth of site and preconstruction experience

  • Experience of technical assurance and stakeholder engagement during early works

  • Relevant qualifications such as CSCS, SMSTS and Management of Temporary Works
