Laing O'Rourke are currently recruiting for a Highways Manager / Senior Highways Engineer who will take full responsibility for the planning, coordination, approval and delivery of all highways-related works associated with the HMP Grendon project.

Location: Buckinghamshire

This includes management of the Construction Traffic Management Plan (CTMP), temporary traffic management (TM), highway consents and closures, and the package management of highways works delivered either by Expanded or other specialist subcontractors. Furthermore, it would be expected that the highways Manager takes a lead role in managing the project Highways consultant.

The role will operate in a sensitive environment adjacent to a live prison estate and public highway network, requiring close liaison with Buckinghamshire Council, HS2, statutory stakeholders, and the wider project logistics team.

Key Responsibilities

Construction Traffic Management & Approvals

  • Lead the preparation, submission, agreement, and ongoing management of the CTMP for the HMP Grendon project, including enabling works and subsequent main contract phases.
  • Act as the primary point of contact for Buckinghamshire Council (Highways Authority) and project client team (MACE/Cushman's) on all CTMP-related matters, comments, revisions and compliance issues.
  • Ensure CTMP requirements are embedded into contractor methodologies, logistics plans and daily site operations.
  • Monitor CTMP compliance on site and manage any non-conformances or authority concerns.

Temporary Traffic Management (TM)

  • Coordinate, manage and oversee all temporary traffic management arrangements, including diversions, lane closures, traffic control, signage and temporary speed restrictions.
  • Interface with Select (and/or Expanded) to ensure TM proposals are compliant, approved, correctly installed and safely maintained.
  • Review and approve TM designs, risk assessments and method statements prior to implementation.
  • Ensure TM arrangements remain suitable as site conditions, access strategies and programme requirements evolve.

Road Closures & Highway Consents

  • Lead discussions and formal agreements with Buckinghamshire Council for all required road closures, partial closures and traffic restrictions, including application strategy, timings and conditions.
  • Manage Section 50, Section 184/278, TTROs and any other highway consents as required.
  • Coordinate approvals to align with programme constraints, prison operations, HS2 activities and third-party stakeholders.
  • Apply and manage all “Abnormal loads”

Highways Package Management

  • Package manage all highways works, whether delivered by Expanded or alternative specialist subcontractors.
  • Define scopes of work, review programmes, monitor progress and manage interfaces with adjacent enabling works, utilities diversions and permanent works.
  • Oversee complex highways activities including junction alteration works, bellmouth construction, drainage, surfacing, kerbing, signage and road tie-ins.
  • Ensure works are delivered safely, to specification, on programme and in accordance with highway authority requirements.

Stakeholder & Interface Management

  • Act as the highways lead for engagement with HS2, including coordination of access routes, traffic impacts, sequencing and interface risks.
  • Liaise/feed in to prison stakeholders, local residents, emergency services and statutory bodies as required.
  • Attend and contribute to key logistics, highways and stakeholder meetings, representing the project's highways position clearly and authoritatively.

Requirements:

  • Construction Traffic Management Plan (CTMP) experience - essential
  • Highways experience
  • Degree qualified or equivalent in Construction / Civil related field
