The Project – Monklands Replacement Scheme

Laing O'Rourke is delivering the Monklands Replacement Scheme, a major capital healthcare programme that will transform healthcare provision in Lanarkshire. This nationally significant project will deliver a modern, sustainable hospital campus designed to support patient care, staff wellbeing, and long-term operational excellence.

We are seeking an experienced Procurement Manager with strong construction procurement expertise and a proven track record of working with subcontractors on large, complex build programmes to support the successful delivery of this flagship scheme.

The Role

As Procurement Manager, you will lead all procurement activity for construction and capital works packages across the Monklands Replacement Scheme. You will play a critical role in ensuring subcontractor procurement is delivered efficiently, compliantly, and in line with programme and commercial objectives.

This role requires a confident, proactive professional who can manage multiple work packages, engage effectively with subcontractors, and support delivery within a fast-paced, live construction environment.

Key Responsibilities

  • Lead and manage the procurement of subcontractors, specialist trades, construction services, and professional consultants across the programme

  • Manage end-to-end tendering processes, including prequalification, evaluation, contract award, and onboarding

  • Ensure all procurement activity complies with public-sector procurement requirements and Laing O'Rourke governance

  • Work collaboratively with project managers, design teams, commercial teams, and site leadership to align procurement strategies with programme delivery

  • Lead contract negotiations and support the management of subcontractor performance, risk, and variations

  • Maintain clear, auditable procurement records, reporting, and documentation

  • Identify opportunities for value engineering, innovation, sustainability, and improved cost efficiency

  • Support agile decision-making and rapid procurement responses in line with construction programme demands

About You

You will bring:

  • Strong, demonstrable experience procuring and managing subcontractors within construction or major project environments

  • A solid background in construction, capital works, infrastructure, or estates procurement

  • Knowledge of public-sector procurement regulations or comparable governance frameworks

  • Experience managing complex tenders, subcontractor pricing, contract negotiations, and supplier relationships

  • Strong communication skills, commercial awareness, and the ability to engage effectively with multiple stakeholders

  • The ability to work under pressure, manage competing priorities, and support a large, high-profile programme

  • A proactive, delivery-focused approach with strong attention to compliance, cost control, and quality

  • CIPS qualification (or working towards) is desirable but not essential
