Driving Programme Excellence through Strategic PMO Leadership
This is a rare opportunity to create and lead the Programme Management Office for a major national infrastructure programme, ensuring multiple projects and work packages are delivered on time, within budget, and to the highest quality standards.
As PMO Manager, you will establish best-in-class methodologies, tools and governance across performance management, risk control, change integration and resource planning. You will work closely with senior leadership, project teams and enterprise partners to provide a single, trusted view of programme performance – enabling data-driven decisions and delivering lasting value.
Key responsibilities:
- Establish and lead the PMO function across a portfolio of complex infrastructure projects, building it from the ground up and ensuring alignment with client guidelines, processes, quality standards, and enterprise strategy.
- Manage interface requirements by fulfilling client and integrator PMO obligations, including oversight of documentation and information across Laing O'Rourke's allocated projects and packages.
- Embed best-practice governance, reporting, and assurance frameworks aligned to enterprise standards.
- Oversee integrated planning, project controls, risk management and change coordination across multiple projects.
- Deliver accurate, timely performance reporting, insights, and KPIs to senior leadership and key stakeholders.
- Lead, coach, and mentor PMO staff to foster a high-performing, collaborative team culture.
What skills & experience are we looking for?
We are seeking a strategic PMO leader with a proven ability to deliver in complex, multi-stakeholder environments. The ideal candidate will bring a strong track record of success as an influential senior manager, with the credibility to engage at executive level and the experience to operate effectively within an enterprise or alliance context.
You will bring:
- Proven PMO leadership in large-scale infrastructure, engineering, manufacturing, or energy projects
- Expertise in project controls, risk & opportunity management, scheduling (Primavera P6) and change management
- Strong capability in data visualisation and business intelligence tools (e.g. Power BI)
- Excellent stakeholder engagement skills with the ability to influence at senior levels
- A track record of integrating planning, cost, and performance management to support delivery success
